Gillan said the approach avoids duplicate submittals because several of the connecting roads fall under state jurisdiction and that SCDOT can manage early design and approvals more efficiently.
Council members asked whether the town could recommend its existing consultant (Kimley‑Horn) to preserve prior work and speed delivery; staff said DOT typically selects or contracts but that the town can request a preferred engineer and that past consultant work will help shorten the timeline. Members also raised several contract clarifications to be included before final approval: (1) fix language that appears to obligate the town to remit additional funds automatically if the design exceeds $300,000—instead the town should have a formal review/approval step; (2) clarify maintenance responsibility so the town is not inadvertently assigned maintenance of private roads; and (3) add language allowing the town to recommend or vet the design consultant to promote continuity with prior work. The committee voted to recommend approval to full council on the condition that staff incorporate those edits.
