Floyd County EMS board authorizes staff to sign quotes for new ambulance and equipment; grant to cover about half

The Floyd County Emergency Medical Services Board voted unanimously to authorize staff signatures to accept vendor quotes for a new ambulance and related equipment, including a cardiac monitor, stretcher and a Lucas mechanical chest-compression device. The action clears the department to finalize vendor contracts and pursue delivery under a previously awarded grant that will cover a significant share of the costs.

Dustin presented the procurement package and multiple vendor quotes. He summarized the preferred ambulance quote at a total chassis-and-body price of $412,717 and described a fully equipped vehicle package (ambulance + power-load stretcher system + stretcher + monitor + Lucas device) that totals $484,322. Dustin said the manufacturer's expected delivery window is roughly 14–19 months from order date, putting completion in mid‑2027 under current estimates.

On the equipment line items, Dustin described a ZO-brand cardiac monitor with a list price he gave at $61,000 and said his negotiated price after discounts would be about $50,000. He described purchasing the power-load system and stretcher through the dealer (rather than the manufacturer) to realize roughly $4,000 of savings. The board discussed trade-in value for legacy monitors and the ongoing costs and regulatory responsibilities of operating an in-house pharmacy that stocks controlled medications.

Dustin said the department received a grant that will cover roughly half of the ambulance, stretcher, load system, ZO monitor and Lucas device; he cited a grant total of about $236,000. That leaves an estimated local balance of about $248,238. Board members discussed timing and whether to increase the FY27 ambulance fund; because the final payment is expected upon vehicle completion (likely in FY28), the board agreed budgeting the remaining local share in FY28 could be optimal. The vendor quote also includes a standard cancellation provision: if the county issues a purchase order and then cancels before completion, the vendor may charge up to 30% of the purchase price.

After discussion, the board approved a motion authorizing staff signatures on the presented quotes. Votes recorded: Mr. Booth (yes), Miss Cooking Book (yes), Mr. Cox (yes), Mr. Phillips (yes) and Mr. Turman (yes). Dustin said staff would follow up with Board of Supervisors agenda placement and required sign-offs.
