Sparks City Council establishes safety task force and unanimously approves several grants, contracts and vehicle purchases

At its May 11 meeting the Sparks City Council unanimously approved a package of administrative actions and procurement items, including a resolution to establish a city‑wide safety task force and several contracts and purchases supporting parks, wastewater operations and the police fleet.

The council confirmed the mayor's appointment of Steven Sperber to the Truckee Meadows Regional Planning Commission by unanimous vote. On a separate action the council approved resolution 3486 to establish a Sparks Safety Task Force after a presentation by Kyle Ellis, the Community Services safety coordinator. Ellis said the task force will "strengthen the culture" by coordinating department safety committees, analyzing workers’‑compensation and vehicle incident data quarterly and recommending targeted training and policy changes.

Council members also approved acceptance of a $25,785 Travel Nevada grant — with a required one‑to‑one match — to support the Celebrate Sparks event and a mural unveiling at the Tony Armstrong Amphitheater on June 27, 2026, as described by Raquel Monserat, special events supervisor. The council approved a consulting agreement (AC 6194) with Stantec for final design and engineering services for improvements to the Truckee Meadows Water Reclamation Facility gas‑conditioning system; staff listed a project price of $655,138 and Sparks’ share as $25,516.79.

Public‑works purchases were also approved. The council authorized staff to buy two Caterpillar 930 wheel loaders for $576,147 under an OMNIA cooperative contract to support snow removal and maintenance operations. It also approved purchase of 16 police patrol vehicles — 12 Ford Explorer interceptors (hybrid) and four F‑150 responder vehicles — as part of a shift to a six‑year vehicle refresh cycle; staff described the combined procurement at about $1.3 million spread between FY26 and FY27.

All motions recorded in the staff roll call carried unanimously. Council members discussed implementation details, including near‑miss reporting and stop‑work authority as part of the safety task force's remit, and staff indicated the task force will draft safety policies and develop quarterly safety messaging. Several of the approved procurement items come from budgeted FY26 capital‑replacement funds or existing contract vehicles and were presented as aligning with fleet commonality and operational reliability goals.

The council adjourned after brief announcements thanking public‑works staff for their service.
