Planning commission approves membership‑based DIY auto repair club with event limits

The Planning Commission on May 14 approved a special land use for a membership-based do-it-yourself auto repair facility at 522 Stocking Avenue Northwest that will include five hoist bays, a vehicle showroom, a members’ lounge and occasional members-only events with alcohol.
Staff highlighted that vehicle repair, live entertainment and alcohol service require special land-use approval and that the property is slightly under the zoning threshold of one acre typically required for vehicle repair; the commission may modify that standard. After a meeting with the Grand Rapids Police Department, the applicants submitted an enhanced operations management plan intended to address safety and nuisance concerns.
Applicant Coleman Brooks described the club as a community-focused, member-operated space “to meet other gear heads, work on our own cars, and educate others who want to learn.” The group said they expect a seasonal cadence for events and estimated roughly five member events per year, but the commission and staff referenced precedents and ultimately set a condition capping outdoor events at up to 10 event days per year (the motion clarified up to 10 event days or 10 event occurrences with an option for up to two consecutive days per event when specifically permitted).
Conditions of approval include requiring a licensed caterer for alcohol service at members’ events; limiting indoor and outdoor events to end no later than 8:00 p.m. (property vacated by 9:00 p.m.); outdoor events capped at 10 event days per year; temporary use permits required for each outdoor event with a parking plan; outdoor live entertainment allowed with no amplification; interior amplified sound must be managed with doors closed; and the operations management plan must be reviewed and approved by the Grand Rapids Police Department prior to operation.
Commissioners endorsed the project for neighborhood compatibility and encouraged ongoing coordination on parking and event logistics.
