Planning Commission finds FY26–27 capital projects consistent with general plan, recommends Board adoption

The Sacramento County Planning Commission on May 11 reviewed the countywide five-year Capital Improvement Plan (CIP) for fiscal year 2026–27 and voted to recommend that the Board of Supervisors adopt a resolution finding the newly funded projects consistent with the county general plan.
Associate Planner Nathan Sedaphine (Planning & Environmental Review) and Colin Bettis (Office of Budget and Debt Management) presented the CIP purpose and process, explaining that the commission’s role is to determine general-plan consistency rather than to prioritize projects or evaluate costs. "This action is set forth by county code section 21, chapter 15," Sedaphine said, adding that the review focuses on whether projects are consistent with the general plan and relevant policy documents. Commissioners asked how departments prioritize projects (grant opportunities, readiness and need) and whether flood-control or levy work appear in the CIP; staff replied that project prioritization rests with submitting departments and that some levy work is managed by other agencies and may not appear in the county CIP.
With no public comment on the item, the commission voted to forward a resolution recommending that the Board of Supervisors find listed CIP projects consistent with county policies and to direct the county executive to report the commission’s findings to the Board.
