Monterey County opens public comment on BHSA three-year integrated plan; commission hearing set for May 28

Monterey County Behavioral Health Bureau officials announced at a May 13 news briefing that the county's draft Behavioral Health Services Act (BHSA) three-year integrated plan is open for public comment through May 18 at 5:00 p.m.
Fabricio Chombo, assistant bureau chief for the Monterey County Behavioral Health Bureau, said the draft plan was released April 3 and that the integrated plan serves as the county's framework to set priorities, direct funding and guide implementation under BHSA (the state program created by Proposition One and implementing legislation cited in the briefing as SB 326 and AB 531).
Chombo said the state's transition to BHSA changes planning and funding requirements and that Monterey County is focusing on continuity of care, long-term system stability and aligning local work with evolving state requirements to avoid disruptions in services. "Our approach has been intentional and measured," Chombo said.
Residents and stakeholders were shown QR codes and slide instructions for how to review the integrated plan and budget. The briefing listed submission methods shown on the slides: email (as read in the briefing) and U.S. mail to an address displayed on the slide (1270 Nativ Road Selenas California, attention BHSA). Chombo acknowledged there were discrepancies between slide text and a website listing for the deadline time (the slide/website showed 5:30 in places) and said public comments will be accepted until May 18 at 5:00 p.m.; staff said they would correct the posted timing on the website and slides.
Chombo also said staff will present the integrated plan and compiled public comments to the county Behavioral Health Commission on May 28, 2026 (in-person at the Marina Clinic at 29912 Street in Marina and via Zoom) and then to the Monterey County Board of Supervisors at its June 16, 2026 meeting in the board chambers at 168 West Alisowl (both venue addresses were shown in the briefing slides; the transcript contained typographical errors in slide text).
The briefing summarized the BHSA background as presented by staff: Proposition One established BHSA with an emphasis on accountability, performance and system alignment; SB 326 and AB 531 were cited as part of the legislative package that restructured county planning and added infrastructure funding for treatment beds, housing and supporting facilities.
County officials asked community members, providers and stakeholders to review the draft integrated plan and submit feedback before the May 18 deadline; Chombo said that public input helps ensure the plan reflects state requirements and local needs.
