The St. Bernard Parish School Board’s finance committee reviewed and moved forward several procurement items and an insurance renewal.
Flood insurance: Finance staff and Timothy Clemens of Clemens Insurance Services presented the district’s National Flood Insurance Program renewal and related premiums (materials listed a total premium of $181,955); Clemens noted the increase was modest overall though one facility (cafeteria) showed a larger percentage hike tied to FEMA Risk Rating 2.0 individualized building ratings. Trustees asked about the outlier and about future rate expectations; staff recommended renewing at the presented rates and the motion was announced as passed.
Procurements and RFP results: The committee recommended awards and forwarded them with positive votes:
• Official journal (one bidder) — recommended award to the appearing bidder in packet; motion passed.
• Painting and body repairs — recommended to Carcraft (single qualified bidder); motion passed.
• Fuel, lubricants and related items — recommended to the lowest bidders on each item; motion passed.
• Paper, cleaning and custodial supplies — multiple bidders; one bidder (Port Portion Pack) was disqualified for improper bid formatting and the committee recommended awards to the low bidders on each item; motion passed.
• Collection and disposal of solid waste — recommended award to IV Waste (low bidder) with optional renewals; motion passed.
• Library books RFP — committee recommended awards to PLET School Solutions and Mac and Educational Resources (committee scores tied across some categories); motion passed.
• ELA supplemental workbooks RFP — committee recommended Curriculum Associates as the awardee; schools choosing to purchase will use school allocations; motion passed.
All procurement recommendations were presented as routine annual or multi-year contracts; the committee moved each item forward to the full board as recommended.
