Staff said the changes will create a site-specific allocation area so additional increment from increased density can be used for the gateway project while preserving pledged coverage for the original 2023 bond. - Resolution 26-114 (Economic revitalization area; SHA CPA Group tax-abatement preliminarily approved): Adopted preliminarily; a confirmatory resolution and public hearing will follow. - Resolutions 26-125 and 26-126 (temporary designated permits for Veno Bar and Hollowhead/Mashcraft at specified downtown events): Both approved after debate; votes recorded with several no votes from councilors concerned about effects on brick-and-mortar businesses.
