Staff explained the Saturday route would restore a former purple alignment to provide shoppers and students service from downtown to east‑side shopping (stops proposed at Roundtree Commons East, a Culver’s/Walmart stop in the Business 151 corridor, and Aldi), then return through downtown and the library before starting a new loop. The pilot is intended to operate within a 30‑minute loop and rely on university segregated fees for the local match; staff cautioned RFP outcomes and fuel prices could change operating costs and said the city must decide in the next one or two meetings to allow time for RFP procurement ahead of a January 1, 2027 start.
Staff also recommended removing low‑ridership weekday stops (Carroll/Chestnut and Southwest/Marquee) and adding a Porter Hall stop to better serve residence halls. The proposed changes are intended to improve timing and keep typical route loops near 30 minutes. Council members asked staff to consider an additional stop near the new Farm & Fleet and the relocated thrift store as a possible alternative before final action.
The item returned to the council as information; staff said the university and student representatives had provided input and that action would be scheduled at a future meeting to allow time for an RFP.
