Town launches OpenGov/Cardigraph asset-management system for sewer and water; phase two planned

Town staff and sewer department personnel demonstrated the newly launched enterprise asset-management (EAM) system — an OpenGov configuration sometimes described as Cardigraph — in a live demonstration on May 13.
Project background: Phase one focused on sewer, stormwater and drinking-water assets and went live in March 2026 following a selection process that evaluated a dozen vendors. Phase one was supported by a $150,000 state grant and a $350,000 town match (total implementation budget $500,000), project staff said.
What it does now: Office staff are entering requests and replacing paper intake forms. Field crews use iPads to view GIS-linked assets, receive tasks, attach photos and close work orders. Staff reported 9,662 tasks recorded since March and showed a live work-order for a repaired Pleasant Street catch basin with photos and attachments.
Planned expansion: Phase two will add inventory and parts-tracking, labor/equipment/materials recording for cost accounting, condition monitoring, CCTV inspection integration and life-cycle/risk modeling to support prioritized capital planning. Staff said EAM data will help prepare asset-management plans and better position the town for competitive funding.
What’s next: Staff will continue data collection, integrate more departments and develop analytical tools in phase two; they plan more inspections and CCTV work to populate condition data and deploy inventory management to field crews.
