Council adopts FY 2026‑27 CDBG/HOME action plan allocating shelter beds, home repairs and alley resurfacing

The City Council voted to adopt Paramount’s FY 2026‑27 HUD Action Plan Tuesday, approving how the city will spend Community Development Block Grant (CDBG) and HOME dollars in the coming fiscal year.
Assistant Planning and Building Director Monica Mercado Rodriguez reviewed the consolidated planning requirements and said the city is scheduled as an entitlement to receive about $670,000 in CDBG funding and $260,513 in HOME funds. The Action Plan proposes a total of $1,041,957 in available CDBG resources when prior‑year unallocated funds are included.
The plan allocates funding to the city’s shelter bed program (temporary shelter and supportive services for people experiencing homelessness), the Alley Improvement Program (public‑infrastructure repairs eligible under CDBG), and the Home Improvement Program (essential repairs for low‑ and moderate‑income single‑family homeowners and mobile home residents). It also continues funding for administration and the Fair Housing Foundation contract.
Monica noted HUD requirements for HOME funds include a 15% set‑aside for activities undertaken by Community Housing Development Organizations (CHDOs). Staff requested that the council adopt the Action Plan and authorize the City Manager to make budget adjustments to conform to final HUD allocations and to execute the necessary HUD documents.
The public hearing was opened and no public testimony was offered; the council moved, seconded and adopted the Action Plan by roll call, with all members voting yes. The adoption allows staff to finalize and submit HUD documents for the city’s federal housing and community‑development funding.
