Shelby, May 6 — The Shelby City Council passed Resolutions No. 16 and 17 (2024) to acquire rights‑of‑easement and to approve plans and advertise for bids for the Shelby Avenue waterline replacement project.
Project coordinator Joe G told the council the project is approximately $630,000. Staff described anticipated funding as a $33,700 grant and a $169,200 zero‑interest loan for 10 years; bidding cannot proceed before July 1. Resolution No. 16 authorizes the mayor, as director of Public Service, to acquire the necessary easements. Resolution No. 17 authorizes advertisement for bids and a contract during the declared emergency.
Council discussed property restrictions tied to FEMA‑acquired parcels and confirmed staff had coordinated with FEMA for necessary permissions. The council approved both resolutions by roll call.
Next steps include finalizing easement language, scheduling the advertisement after July 1, and returning to council for contract award and any necessary clarifications.
