York County picks lower-cost 5MP camera system for courthouse after debate over resolution and retention

York County commissioners selected a courthouse security camera system from Saurin Group following a debate over image resolution, storage needs and long-term value.

Josh of the sheriff's department presented bid results and said seven vendors inspected the site; the county narrowed proposals to two contenders. Saurin Group submitted a 5-megapixel system at roughly $66,385, which exceeds the county's 1080p requirement and was described as acceptable by the call center and law enforcement. Applied Connective offered an 8-megapixel option that Applied priced initially at roughly $100,989 for motion-only recording and raised to about $114,989 to provide full-time recording by increasing server storage.

Josh said the higher-resolution system would increase image clarity and retention but would cost about $47,000 more than the lower bid. Commissioners discussed tradeoffs: higher megapixels increase storage needs but improve zoom/detail and potential evidentiary value, while the lower-cost bid met operational requirements and came from a vendor already servicing courthouse systems. Andy said he could not justify the $48,000 premium for higher resolution and favored the lower bid; Paul and others noted the value of higher resolution but acknowledged procurement and budget constraints.

A motion to accept the Saurin Group proposal and to purchase associated switches with ARPA funds passed on a roll-call vote; the board also directed staff to move forward with server procurement and other implementation steps before year-end. No commissioner votes against or abstentions were recorded.
