Staff told the commission the site is about 75 acres in A‑2 agricultural zoning east of Highway 52 and south of County Road 42. For 2025 the applicant reported removing approximately 20,000 tons of sand and rock and bringing about 10,000 cubic yards of haul‑back material to the site; testing of that haul‑back material was completed in January 2025 and the results were submitted to the city and found appropriate for the plan. Staff described active excavation in the southern portions of phases one through three, stockpiling in northern areas, and ongoing restoration work in the southeast corner. grading and reclamation work is expected to continue through 2026 and 2027, and staff said the property owner is expected to fulfill the reclamation plan using on‑site or off‑site material as needed. Staff also said annual administrative inspections will continue even though permit renewals now come before the commission every two years.
Commissioners asked whether any work occurred after the prior permit expired on Dec. 31; Brian Tschirhart, who identified himself as the grandson of Marley Danner and gave a local address, said there had been no work during the winter months while the permit was expired and that the company had submitted materials in January ahead of the renewal.
After the public hearing, a commissioner moved to recommend City Council approval of the Danner Inc. small‑scale mineral extraction permit for 2026–2027 subject to the draft conditions; the motion was seconded and carried. Staff said the item will be forwarded to City Council tentatively on March 17.
