Rochester accepts Minnesota PFA grant to replace lead/galvanized service lines; staff anticipate minimal customer cost

Rochester City Council unanimously authorized the Public Utility Board to accept Minnesota Public Facilities Authority funding to replace lead and galvanized water service lines across the city and approved related multi-year budget amendments.
Tim McCulla, general manager of Rochester Public Utilities, reported receiving new guidance from the PFA that appears to cover costs staff earlier thought might fall to customers. He said the city will prioritize replacement in the highest-need areas and where children under five live, and will track participation and any out-of-pocket costs for property owners. McCulla said staff would add the replacement program to routine action-plan updates and pursue alternative funding if any minor costs remain.
Council Member Miller, who pulled the item for discussion, asked for periodic reporting on participation rates, costs and opt-outs. City staff committed to providing updates as the program rolls out and noted that participation remains voluntary for customers even if the program is funded.
The motion to accept the grant and related multi-year budget amendments for 2025–2029 passed unanimously.
