Board members objected that the workshops are not open to the general public and would not clearly produce local hotel nights. A presenter for the application said one workshop is a Wyoming delegation and the other a national mobile workshop, and estimated roughly 100 delegates would visit Pryor Creek for tours, downtown shopping and a sponsored lunch. The presenter also said some delegates would stay in Tulsa for the main conference.
The board debated whether the request fits the hotel-motel fund’s purpose of bringing visitors who stay overnight in local hotels. One board member said the fund’s “narrow definition is to put people in beds,” arguing the workshops appeared to be Main Street operational activity rather than a visitor-attraction event. The presenter countered that delegations bring economic activity through shopping and meals.
A motion to reject the application was made and seconded. The vote to reject was Major yes, Hawkins yes, Allan yes; Williams abstained, stating, “I have to abstain. I sit on both boards.” The motion carried, and the $1,000 request was denied.
Board members also suggested Pryor Main Street seek sponsorships (the presenter noted a lunch sponsor from GRDA) or cover the cost from Main Street’s operating budget rather than hotel-motel revenues. The board did not direct staff to take further action on this application.
