City Engineer Tim Cassidy told the council that preliminary resolution 2026-08 would establish a special-assessment district for an asphalt paving project on 17th Street, covering properties fronting the street from Peach Avenue to Feler Avenue. "The assessment district limits are all property fronting and abutting 17th Street," Cassidy said, and recommended council approval of resolution 2026-08.
A motion to approve the resolution was made and seconded; the council voted and the motion carried. Recorded participation in the vote included Mrs. Tommpkins, Mr. Giles and Mrs. Spiros. The resolution authorizes staff to proceed with the special-assessment process and preliminary project planning.
On a related financing matter, Jennifer Sinsky of the finance office recommended holding the installment payment plan interest rate for 2026 special assessments at 6%—consistent with the practice of using the city's last borrowing rate plus 2% for administration. Council moved, seconded and approved the rate.
Both steps advance the city's process to fund and manage the 17th Street paving project; the council did not discuss final assessment amounts in detail at this meeting.
