The Planning and Zoning Commission approved a series of plats for new residential and commercial sections and reserves but declined to approve one Meridiana final plat because required easement documentation had not been submitted.
Staff presented multiple agenda items: Meridiana Section 8B preliminary plat (about 22 acres into 65 residential lots) and the Meridiana detention reserve E2 final plat (6.135 acres) both received staff recommendation and were approved by the commission. A final plat for Meridiana Section 8A (about 16.88 acres into 58 lots) was recommended for denial because it did not include documentation addressing a Note 22 requirement, specifically a document clarifying driveway maintenance responsibility for an access easement affecting a one-acre lot; commissioners voted and the motion to approve the 8A final plat failed, 0–6.
Other items approved unanimously included a 1.063-acre reserve for Missouri County MUD 57 water plant No. 2, a 13.122-acre Pomona commercial tract minor plat (approved with listed conditions after discussion of the conditional-review process), and a partial replat of Manville Town Center Section One that includes a reserve proposed for PNC Bank. The consent agenda (meeting minutes) and a directive requiring staff provide written statements of conditions for conditional approvals and reasons for disapproval under Texas Local Government Code 212.0091 were also approved, each by unanimous vote.
Commissioners and planning staff discussed why many plats carried multiple minor conditions; staff explained a state law change shortened internal review windows, causing more conditional approvals when third-party signatures or letters (for drainage or other reviews) could not be secured before the agenda posted. Staff said applicants may resubmit corrected plans and the commission can reconsider affected plats after required easement or third-party documentation is obtained.

Commissioners did not set new policy in this meeting; the primary effect was to advance or record multiple plats while one final plat return was deferred until documentation is provided.
