Commissioners approve Cruiser Villas replat after residents question multifamily rumors

The Planning and Zoning Commission voted unanimously to approve the Cruiser Villas minor plat after a public hearing in which nearby residents raised questions about lot sizes and whether the construction would create multifamily housing.
City planning staff told commissioners the plat combines a previously recorded Tristan Addition lot with adjacent unplatted acreage to create two lots of roughly two acres each and confirmed the property is zoned for single-family use. Staff said one written opposition had been received and recommended approval with the conditions listed in the staff report.
The public hearing drew three speakers: Rick Garham (6538 Kryser) asked for clarification about what the city means by “neighborhood” and whether the replat would create multiple dwelling units; Veronica (6745 Jordan) and Cynthia (683 Jordan) expressed concern that the plat name (“villas”) implied multifamily development and said they wanted the opportunity to contest the proposal after a fuller explanation. City staff repeatedly told the audience that the plat is a surveying action to put existing acreage and an adjacent parcel onto one recorded plat and that permitting and certificate-of-occupancy requirements for any building will be handled through the separate permitting process.
Joyce Owens, president of Owens Management Systems and the applicant’s representative, said the development proposes one single-family house on each lot, "one slab and one roof," and that the drainage plan had been approved. Owens provided contact information to neighbors and asked the commission to approve the plat so the owners could proceed with the normal development steps.
Commissioners then moved to approve the Cruiser Villas minor plat with the 15 conditions noted in the staff packet. The motion passed unanimously, 6–0.
Next steps: the plat will be recorded once the applicant addresses the listed conditions; building permits and any inspections will proceed under separate city processes.
