The Story County Board of Supervisors voted on May 12 not to impose a numeric limit on vendors in unincorporated Story County during the RagBry route passing through the county.
Planning & Development staffer Leanne Barter explained state (DIAL) requirements: an event coordinator must submit an approved vendor list and vendor locations, and events with more than 10 vendors require a $50 event registration application to DIAL and an earlier schedule when temporary alcohol licenses are involved. Staff recommended appointing an event coordinator to meet DIAL deadlines and to manage permit intake. The board discussed workload concerns and possible offices to serve as coordinator; the board appointed Planning & Development to act as event coordinator for this event and indicated they would consider temporary staffing support if needed.
During public comment, resident Josh Borsma said a proposed vendor ban (which he described as a past recommendation) would be an overreach, arguing rural residents rely on roadside vendors and entrepreneurial opportunity. He asked the board not to cap vendors. "The original proposal was a full ban on all vendors in unincorporated Story County during RagBry," he said; a supervisor responded that the board had not adopted a ban and emphasized the present focus on right‑of‑way safety and DIAL compliance.
After further discussion the board passed a motion to place no limit on vendors in unincorporated Story County for RagBry and to pay the $50 DIAL event registration fee so the event registration process could proceed. Staff will mail notices to roughly 450 unincorporated property owners per the timeline and will accept special event permit applications per the schedule presented (special event applications due earlier if temporary alcohol is requested).
