Committee continues Loring Park resurfacing public hearing, special assessments of $648,801.44 proposed

Hazel Wolf, supervising engineering technician with the Public Works Department, presented the public hearing for the Loring Park resurfacing project and recommended a resolution to adopt special assessments totaling $648,801.44 and to request Board of Estimate and Taxation authorization to issue and sell assessment bonds in the same amount.
Wolf said the project limits are Hennepin Avenue to Second Avenue South and 10th Street to 15th Street West, and described the scope as a 1- and 2-inch asphalt overlay. She told the committee 17 pedestrian ramps were upgraded in 2025 in advance of the overlay and that the total project cost is $1,482,120, with levy-funded debt of $833,318.56 making up the remainder.
Staff reported outreach included a virtual informational meeting on May 6 with 12 attendees and mailed notices to affected property owners that included prepayment options. Wolf also summarized deferment options the City Council has previously authorized for qualified homeowners (age 65 or older, permanently and totally disabled, or active-duty military) who show hardship.
No members of the public were signed up to testify during the hearing. Chair Soren Stevenson moved to continue the item to the committee’s June 4 meeting so that both noticed public dates remain available to those who wish to testify; the motion carried on a voice vote.
The item will return to the committee on June 4 for additional public testimony and further committee action.
