City staff said the petitioner, Beacon 6 Holdings LLC, owns adjacent parcels and plans to redevelop the site with a convenience store and fuel sales that are permitted in the C-3 district but not in the existing mixed-use zoning. Staff noted the parcel lies within a Florida Department of Transportation right-of-way widening project (State Road 544) currently in the design phase; right-of-way acquisition and utility relocation are anticipated later this year. The planning commission voted to recommend approval at its April 7, 2026 meeting, and no members of the public spoke on the item. The ordinance will return for a second reading and vote on May 26, 2026.
