Planning staff presented SPUD-1794, a site-specific zoning (SPUD) proposal for three single-family homes at 544 Southeast 14th Street in the Scenic River Overlay Design (SROD) area and recommended the commission forward a positive recommendation to the planning commission.
Staff explained the SROD boundary in this area extends well beyond immediate riverfront parcels and that the proposed SPUD modifies lot size, width, coverage and setbacks to allow three infill homes while preserving a 10-foot front setback and walkable sidewalk design. The proposal uses rear-facing garages and cross-access to maintain pedestrian continuity along Southeast 14th Street. The staff report said the project complies with sidewalk requirements but noted an unresolved question about whether the SPUD should explicitly include the SROD's 2-inch caliper street tree requirement; staff recommended a favorable recommendation and left the tree matter for commissioner input.
Commissioners added a condition to the motion requiring the applicant to provide street trees along the frontage at a maximum spacing of 40 feet; the motion to recommend SPUD-1794 with that condition passed. Applicant representative Dakota Desai confirmed the design iterations and said the final architecture will be consistent with surrounding homes and that the units would be rental housing.
