Roanoke County supervisors approve first readings of budget, bonuses, tax changes and zoning updates; second readings set May 26

The Roanoke County Board of Supervisors on May 12 approved first readings of a package of ordinances that would fund the fiscal 2026-27 budget, authorize employee and school bonus payments and update taxation and zoning rules, with second readings scheduled for May 26.
The board approved first reading of three budget-related ordinances to appropriate funds for the county operating budget, approve pay bands, and allocate funds for the capital budget and public schools. Separately, the board approved an ordinance to appropriate just over $1.5 million to the public schools to fund a state-authorized bonus and an ordinance authorizing county employee bonuses totaling just over $1.5 million. The board recorded these as first readings; final adoption will require the May 26 second readings.
The supervisors also approved—on first reading—an ordinance authorizing the temporary relocation of Hollins District Precinct 206 polling place to North Roanoke Baptist Church while renovations proceed at the Hollins Library.
On taxation, the board approved first reading of an ordinance amending chapter 21 of the county code to add a $30 fee to cover collection costs for personal property taxes more than 90 days delinquent and to change late-penalty calculations from a flat 10% to a two-tier approach: 3% for payments within 60 days of the due date and 10% thereafter. The ordinance text and fiscal impacts were presented as part of the first-reading package; the board advanced the item to second reading on May 26.
The board also approved first reading of zoning ordinance updates that add definitions for different solar energy systems and revise design standards for single- and multi-family dwellings; those changes will return for second reading later this month.
The board approved appointments and the consent agenda without discussion and approved departmental reports.
