CORPUS CHRISTI, Texas ' The Nueces County Commissioners Court voted May 13 to adopt a downtown development agreement with the City of Corpus Christi and Tax Increment Reinvestment Zone No. 3 that authorizes demolition of the county's 1914 courthouse, approving the agreement by a 3' 1 vote with one commissioner absent.
The agreement, which the city council adopted May 5, was presented to the court after a period of legal review in executive session. Several commissioners said they were uncomfortable with provisions in the contract that they said departed from prior understandings and that placed conditions on the county's use of funds. One commissioner said the county's expected $2 million contribution felt constrained by terms drafted by other parties and said she planned to vote against the agreement.
Commissioner Pusley and other supporters argued the county needed to move forward as a partner with the city and TIRZ board to advance the redevelopment project. The motion to approve carried, with the presiding judge announcing a tally of three in favor and one opposed; another commissioner had left for a separate meeting.
The court did not adopt separate amendments at the meeting; commissioners said they would continue working with city and TIRZ staff to clarify partnership expectations and financial flows as implementation proceeds.
