Lake County Council approves INDOT $1.57M matching grant, opioid and other appropriations; several ordinances pass

Other finance and grant actions approved at the meeting included:
- An appropriation of $742,811.31 from opioid-restricted funds (fund 1237) for other professional services (roll call vote passed six yes).
- Creation of a prosecutor grant fund line and an appropriation of $13,300 for the Lake County Prosecutor’s “Careful Carter” Gun Safety Literacy Grant (Fund 9128), allocated across supplies, printing and other services; motion passed on roll call.
- Approval of several court-related line items and appropriations, including a $25,000 appropriation for the Supplemental Adult Probation Fund (2143) and other revised 144 personnel adjustments for Superior Court divisions.
- Approval of grant applications including a Department of Justice Edward Burn Memorial Justice Assistance Grant (JAG) local solicitation (FY2025) and an Indiana Criminal Justice Institute Comprehensive Highway Injury Reduction Program (CHRP) grant application for FY2027.
- Multiple ordinance votes, including approval of Ordinance 2600 (petitioner Martin Butler) and Ordinance 2601 (petitioner Greg Jessup) on second reading.
- Economic development actions: the council approved CF-1 tax-abatement compliance forms (Form 51766) for US Cold Storage for 2025–26 and 2026–27. Staff reported that US Cold Storage had invested approximately $73.5 million in real property, reported 63 employees, and said it exceeded projected commitments of $59.5 million and 60 jobs.
Most votes were recorded on roll calls and repeatedly reported as passing with six yes votes and one absence. Several items involved brief staff presentations or standard readings; no controversial fiscal defeats were recorded.
Next steps: the approved INDOT matching funds will proceed to project implementation through the county’s roads program; grant applications will advance to their respective state or federal agencies for consideration; the council did not vote on any measures to reallocate jail staffing or bargaining authority during this session.
