Stephanie Kendrick of the Hawaiian Humane Society described the bill as the organization’s top priority and said pet restrictions are among the leading reasons families surrender animals to shelters. “Almost 60% of local residents on Oahu have at least one pet,” Kendrick said, adding that many people experiencing homelessness stay unsheltered because shelters prohibit animals.
Committee members probed whether the measure should be limited to residents who already own pets when moving into a property or whether it should be broader; Kendrick and other testifiers recommended behavior‑based screening and cited California precedent in which public‑financed housing was made pet‑friendly. Members also discussed possible downstream effects, including the limited supply of pet‑friendly private rentals for households transitioning out of publicly supported housing.
The committee adopted the chair’s recommendation to pass HB1593 HD1. Members recorded some reservations, expressing concern about private‑market housing availability for residents who gain pet custody while in HHFDC‑funded units; the committee asked staff to note those concerns in the report and to explore companion measures for the private rental market.
