SHAC adopts revised bylaws, including 51-member cap and parent-chair requirement

The CONROE ISD School Health Advisory Council on March 4 approved a redlined set of bylaws that limits council membership and clarifies leadership and notification procedures.
Kristen Brown, chair of the bylaws subcommittee, told the council the revisions remove redundant language, relocate the membership section for clarity and narrow three substantive items: removing an automatic requirement that the SHAC chair send a letter to the board each time a member leaves (instead requiring notification only when the SHAC recommends a replacement); specifying that subcommittee chairs should be parents; and capping total SHAC membership at 51 to keep the body engaged and able to meet quorum.
The changes grew from practical experience, Brown said, noting the council has struggled to meet quorum when membership swelled well past previous levels. Susan Moore, who identified herself as a district employee and parent, raised a procedural concern that state requirements still require one subcommittee chair to be a parent and warned district employees may be precluded from certain leadership roles even if they are parents.
Laura Lansbomb moved to adopt the bylaws as circulated; Kelly Castlebury seconded. The motion passed with one recorded dissent by Susan Moore and no abstentions.
Council members also discussed related membership processes: the membership subcommittee will return in April with selection criteria for the application cycle, with an aim to balance feeder-zone representation, prioritize verification, and mix returning and new members. The council reiterated a legal constraint that parent representation must meet the statutory threshold; the subcommittee said it would recommend that about 60% of SHAC seats be parents while retaining the statutory minimum of 51%.
The revised bylaws remove the requirement that chairs send routine resignation letters to the board and instead keep the board informed when the SHAC recommends replacing a member. They also tighten language about attendance expectations and the membership application, adding a clear question about availability (at least four meetings per year) and guidance on leadership eligibility.
Next steps: the membership subcommittee will circulate the updated application and present selection criteria at the April meeting; the SHAC will proceed under the new bylaws for this membership cycle.
