Commission discusses draft 2026 budget, proposed stipends and community events after clerk explains council process

The commission approved minutes from its May 25 meeting and then heard a series of administrative briefings and committee updates.

Chenika Jackson, the City Clerk, explained how residents can engage with the Common Council. Jackson outlined the lawmaking process — drafting legislation, committee referral, public hearings and committee-level discussion — and detailed the municipal budget calendar: the mayor submits a budget on Oct. 1, a public hearing must be held by Oct. 31, and the council must accept or amend by Nov. 30; the mayor has line-item veto authority and the council may respond by Dec. 20.

Members then heard a budget committee report on a proposed 2026 draft. A presenter noted discrepancies between previously shared materials and the new draft and described a proposed increase to commissioner stipends to $250 per month to align parity with other local boards and commissions (the draft’s stipend line assumed two vacancies would be filled). Commissioners discussed whether a smaller increase would be appropriate; no final decision or formal vote on the stipend amount was recorded in the meeting minutes.

The commission also discussed cultural and community programming: planners described a proposed Hispanic/Latinx heritage event modeled on the city’s Black History Month program (keynote speaker, student MC, panel or performances and local food), and staff previewed a Juneteenth event in Swburn Park offering free food, a kids’ corner and pony rides.

Before adjourning, the commission entertained announcements and community-event coordination. A motion to adjourn was moved, seconded and carried.
