Keller Road interchange edges closer as city advances design and seeks federal grants

Murrieta staff told the City Council during a Feb. 26 workshop that the long-running Keller Road interchange project has moved past the public-comment stage of its environmental review and is advancing design work in parallel.
The project team said agency comments were limited but complex (notably wildlife agency coordination) and staff believe the team is closing those issues. To accelerate readiness, the city took an "at-risk" approach by moving the design from about 65% toward 90% while the environmental process finishes.
City staff also told council they have hired a consultant for right-of-way acquisition and submitted a $25 million application to the federal BUILD grant program. Staff said they are also pursuing a congressional funding request. If the environmental clearances and funding align, a construction start as early as 2027 is conceivable; staff described this date as ambitious and contingent on several variables.
Council members pressed staff about next deliverables and interagency coordination, and one member reported an expected agency response by March 6 from a federal liaison that could help speed the review process.
Staff agreed to continue intergovernmental outreach and said it will report back when agency comments are resolved or when funding decisions arrive.
