Treasurer: Camden County March receipts up about $162,000 year over year; auditor warns revenues lag budget targets

County Auditor Jimmy Laughlin told commissioners that cash receipts are not matching the budgeted projections. Laughlin said most office budgets should be about 25% spent this far into the fiscal year but many offices are at roughly 23% spent; he noted larger departments such as the sheriff's office and road and bridge may have different timing for major purchases.
Commissioner James Gohagan asked whether the county's adopted budget complies with applicable statutes; Laughlin said he believed a statute exists but suggested the county attorney could locate the precise citation more quickly. The treasurer's packet included detailed cash-summary worksheets and per-fund balances that were submitted for the minutes.
Separately, Sheriff Edgar told commissioners he had emailed materials about a Blue Shield Grant opportunity and provided a flash drive with supporting documents; Presiding Commissioner Skelton said the commission will review the materials and place the item on a future agenda for decision.
Routine procedural motions — approval of the agenda, approval of the March 31, 2026 minutes, and adjournment — were all moved by Commissioner Dougan, seconded by Commissioner Gohagan and passed by recorded voice votes.
