Wilsonville approves financing for Coffee Creek/Day Road sewer design; $250,000 from Business Oregon is forgivable

Matt Lorenzan, the city’s economic development manager, told the council the draft resolution authorizes the city manager to enter a financing agreement with Business Oregon that would cover $250,000 of the design costs for the Day Road sewer extension to serve the Salt Creek and Coffee Creek industrial areas.
“Business Oregon has committed to $250,000 of our design costs toward the design of sewer in Day Road to serve both the Salt Creek and Coffee Creek industrial areas,” Lorenzan said, adding the funding is structured so that “as long as we complete the design there’s no obligation for a repayment and the principal amount is forgiven.”
The contract was included on the consent agenda as Resolution No. 3258 and approved by the council without separate debate. Staff said the payout is not tied to job‑creation metrics or other performance obligations; it is available specifically to cover design work. The staff presentation also included maps showing direct beneficiary tax lots and the broader industrial areas expected to gain service from the extension.
Councilors did not ask for substantive changes during the work session presentation. The consent agenda vote adopted the construction and financing items, including the Coffee Creek/Day Road sewer design financing, by unanimous voice vote.
Staff will carry the project forward under the city’s capital improvements program and return with standard implementation documents and any necessary contract approvals as the design advances.
