Board of Regents moves to executive session; no public comment scheduled

Associate Board Secretary Felicia Brown called the roll and the chair confirmed a quorum. The board voted to adopt the agenda after a motion and second; the presiding officer recorded a voice of opposition during the vote but stated the motion passed.
Before moving into closed session, the chair told the board it would "move to executive session in accordance with 1-200 subsection 6E of the general statutes and Connecticut general statutes 1-210B10," and said that no votes would be taken there. The chair also stated that the board would reconvene after the executive session solely for the purpose of adjourning. The chair named Karen Buffkin as the only individual who would attend the executive session for part or all of the discussion because she "has pertinent information or testimony related to the matters being discussed."
A motion to enter executive session was moved and seconded and, despite a recorded opposition from one participant, the presiding officer said the motion carried. The chair then instructed participants who were to join the executive session to leave the current call and rejoin via a second meeting link; staff and participants worked through connection problems, and one participant identified himself as Richard Bazuchi while re-sending a second link to the group.
After the executive-session procedures, a motion to adjourn was made and seconded. The chair noted an opposition or abstention but declared the special meeting adjourned.
No public comments were taken during the meeting and the board gave no further public details about the topics to be discussed in the executive session.
