The Cedar Springs Public Schools Board of Education voted May 11 to adopt a new student expression and peaceful assembly policy after an extended discussion about language, safety and administrative guidance.
Board members and staff spent more than an hour discussing how to define "peaceful assembly," what constitutes district promotion or endorsement, and how staff should balance student speech rights with campus safety. Several board members said they supported adopting a policy now as an interim framework that can be revised after real‑world application; others pressed for clearer administrative guidelines before final adoption.
The board moved the student expression/peaceful assembly policy to action and approved it by roll call. The recorded votes on the student expression policy showed two members voting no and the remaining members voting yes; the motion carried. The board also voted to approve a package of additional policies (definitions, staff ethics, online learning, volunteer protocols, wireless device rules, procurement and emergency operations among others) as presented.
Board members asked staff and legal counsel to provide clearer administrative guidance that would define key terms and outline circumstances under which events might be restricted for safety reasons. Staff said the policy can be adapted if gaps are identified and that attorneys had reviewed the language.
The board’s adoption was accompanied by a recommendation from staff that the policy be treated as an evolving document and revised if needed following application or incident reviews.
