Mary, who was asked to present the proposal, told the meeting the authority received one bid — from Hammerfit Gym — and that “they have offered the full price of the property.” She said the proposal envisions constructing about 9,000 square feet of space that would include office space, showers, gym space, a sauna and a tanning area plus an additional classroom/training area. “The lot is just over four acres,” she added, and the developer expects to build on the southern portion of the parcel.
The presenter said the parcel is already zoned for commercial use, so no rezoning would be required, but the buyer will need to work with the city to secure access, such as extending Charles or creating a driveway or turnaround. Staff additionally said the parcel was originally gifted to the Hubbard County authority with the condition that it be used for an economic or housing purpose, and that a sale for such use is permitted under those terms.
Board members who spoke during the discussion framed the decision as a way to keep an existing local business in the community and to generate property tax revenue. One member characterized the transaction as effectively creating a new, tax-generating use for the parcel because the buyer would own and occupy the site rather than pay rent elsewhere.
A board member identified in the record as SH moved to approve accepting the proposal; a member identified as David seconded. The board approved the motion by voice vote and the chair declared the motion carried.
Staff said the next step is a tentative public hearing set for March 17; if the board finds the required facts at that hearing it may finalize the sale and execute a purchase agreement. No final sale was completed at the meeting.
The meeting then adjourned; a final attendee announced the upcoming Hubbard County Township Association meeting at Heart Lake on the 16th.
