Madison awards about $2.32 million contract to rebuild Green Substation

The Madison City Commission voted to award the contract to reconstruct the Green Substation on the north side of town to IEES Commercial Inc., the low bidder on the project.
Jameson, speaking for city staff, said the city solicited four bids and that the engineersestimate from DGR was about $2.6 million. "We received four bids ranging from a high of ... $4.85 million to a low of $2.32 million," he said, and recommended awarding to the low bidder. Jameson said the planned construction start date is April 1 with the substation expected to be carrying load on Nov. 20.
Commissioners questioned why the low bid was considerably below others. Mike said the contractor had also bid another nearby substation project and "they were bidding it aggressively because they really wanted that work." Staff said they had reviewed references and noted the firm is an approved contractor through DGR Engineering; commissioners said they were satisfied the city had performed due diligence.
The commission moved and approved the award by voice vote.
The decision authorizes staff to finalize contract documents and proceed with procurement and scheduling. Staff said they will monitor construction milestones and outage coordination with other system operators.
