Spring ISD to place UT Health vaccination clinics on consent agenda after trustees press for IRB and consent clarity

Spring Independent School District staff briefed trustees March 3 on a proposed interlocal agreement with the University of Texas Health Science Center at Houston to operate school‑based vaccination clinics targeting HPV and other adolescent immunizations.
Dr. Thomas, the district director of nursing and health services, said the program previously ran six clinics and immunized students at multiple middle schools; the plan for this year calls for clinics at Wells, BAML and Bailey and allows siblings of eligible students to be vaccinated with parent consent.
Trustees focused on two issues: research oversight and parental consent. Trustee Jensen requested institutional review board (IRB) documentation for the research component and clearer contract language listing the full set of vaccines that may be administered. "Students who don't have consent won't be seen for vaccines," Dr. Thomas said; she explained the process in which UT Health will collect and verify consent forms and provide campus nurses with lists of eligible students.
Board members also asked for the IRB paperwork and for the agreement’s appendix to explicitly enumerate vaccine types rather than discussing HPV only; administration said an appendix exists (Appendix A) and that staff will provide the IRB approval and update the materials before the item moves to the consent agenda.
The board did not vote on the interlocal at the work session; staff said the item would be moved to consent for the regular meeting after supplemental materials are submitted.
