Round Rock council approves parks, road and utility contracts and authorizes eminent domain for road widening

The Round Rock City Council on May 14 approved a series of infrastructure contracts and land actions designed to advance parks, roads and utility projects across the city.
Parks and recreation staff described a two-phase archery facility at Mayfield Park, with a first-phase static range, concrete path and parking to be built under a $190,559 contract. "This first phase is going to be a static section...different targets at different ranges, with a concrete path...and a parking lot," Parks staff said. Local business owner and USA Archery-certified instructor Mike Beach urged the council to design the course with sufficient challenge and praised the parks team.
The council approved the archery project by motion (moved by Councilmember Ortega; seconded by Councilmember Lee) and recorded a unanimous vote.
Council also approved a $6.2 million contract with Jimmy Evans Company for miscellaneous improvements and a generator at the city's Westinghouse Road water treatment plant. City staff said the project attracted only one bidder because of specialized scope and explained that the original bid cycle had been canceled and the scope refined before rebidding. The contract was approved after discussion and a unanimous council vote.
The council authorized use of eminent domain, if necessary, to acquire two parcels needed for the Gaddis School Road Segments 4 and 5 project: a 0.169-acre tract from Paul Kate Stable LLC (staff noted a negotiated payment of $134,557 may be required to resolve title encumbrances) and a 0.849-acre tract from Sonoma Homeowners Association (staff reported an offer of $418,000 had been made with no response). Councilmembers said the steps are intended to keep the road project on schedule; both authorizations passed unanimously.
Additional approved items included a $841,000 award to Dan Williams Company for roadway widening and a traffic signal installation at Chandler Road and Ed Smith Boulevard; a $122,508 supplemental contract with Kaye Fries & Associates for additional design work on Greenlawn Boulevard; and a $217,389.90 purchase of a replacement Battalion 2 fire vehicle through a cooperative contract with Lake Country Chevrolet. All motions were made and approved unanimously.
Councilmembers and staff framed the approvals as steps to keep long-lead projects on schedule and to address capacity and safety needs across the city.
Votes and motions for each item were recorded in the meeting minutes; staff said next steps include executing contracts and scheduling construction or further design work as appropriate.
