Counterpublic seeks temporary flagpole and banner at Turner Middle as part of fall exhibition

James McAnally, executive director of Counterpublic, told the committee his organization is planning a fall citywide exhibition (Sept. 12'Dec. 12, 2026) and asked the district to permit a temporary, freestanding flagpole and commemorative banner at Turner Middle School for approximately three months. He said the proposal would be fully permitted and engineered and that the banner would use historic school colors and text to highlight Stowe Teachers College history.

McAnally also requested temporary removal of a stone-etched Turner Middle School sign to allow interpretive presentation of the historic Stowe Teachers College name during the exhibition and offered to replace or reinstall the sign at the conclusion of the installation.

Committee members asked about locations and whether fencing or building access would be required. McAnally said the freestanding pole would be positioned to avoid conflicts with fencing and would not require interior access. He also said the project would include freestanding interpretive signage and a publication component and that Counterpublic has conducted prior community engagement and documentation work.

Legal counsel recommended memorializing any partnership and agreements before installation. The committee did not take a final vote on a permit or agreement at the meeting and asked staff to coordinate with Counterpublic and legal counsel on next steps.
