Planning commission rejects mileage-reimbursement rewrite, approves temporary "major events" waiver with year-end sunset

After a contentious discussion, the commission voted 7–0 to recommend denying a proposed ordinance clarifying mileage reimbursement for planning commissioners; it approved a separate "major events" waiver giving the county administrator limited temporary discretion, amending the ordinance with a Dec. 31, 2026 sunset.
Two ordinance amendments generated extended debate at the May 11 meeting.
Mileage reimbursement: Legal counsel Mike Farley explained a draft amendment intended to align local practice with an Attorney General opinion by requiring documented mileage and reimbursement at the federal mileage rate. Commissioners expressed concern about replacing a long-standing $100 monthly stipend with a documentation-heavy reimbursement process, the administrative burden it would create and the rationale for a fixed cap. After discussion the commission voted unanimously (7–0) to recommend denial of the proposed ordinance amendment; Rodney Lucas (UG staff) said the Unified Government would separately address back-pay or transitional questions with affected commissioners.
"Major events" waiver: Legal counsel presented a framework authorizing the county administrator, for declared major events (large, temporary influxes of people), to waive specific zoning code requirements for a limited time to accommodate pop-up uses (farmers markets, temporary vendor containers, short-term rental licensing alternatives, etc.). Commissioners debated centralized discretion and safeguards; a motion to approve initially failed for lack of a second. Commissioner Jake Miller then moved to approve while adding a sunset clause; the commission approved that amendment unanimously (7–0), inserting a sunset that limits the authority through Dec. 31, 2026. Both the mileage recommendation (denial) and the amended major-events ordinance will go to the Board of County Commissioners on May 28.
