Committee forwards 2026–27 school resource officer interlocal agreement to council

The Parks, Recreation, Human Services & Public Safety Committee voted to move the proposed 2026–2027 school resource officer (SRO) interlocal agreement to the council consent agenda.
Commander Dius Haj of the Federal Way Police Department presented the agreement and described the role SROs play in schools: protection, training, mentoring and day-to-day interaction with students. The proposed agreement would place five SROs — one assigned to each main high school — in the district for the 2026–27 school year. Under the financing approach presented, the Federal Way School District would cover 73.09% of the SRO salaries; staff said that percentage represents the ratio of 182 contract days worked in the school year to the full annual officer work year of 250 days.
Committee members asked for clarity on how SRO success is measured and about training and duties. Commander Haj said success, in his view, centers on building trusting interactions with students — coaching, attending school events and students approaching officers with concerns — and noted that officer duties in an active-shooter event include immediate response to stop a threat to save lives. He also described that overtime for post-game or event security is paid and reimbursed by the district when required.
The committee moved to forward the interlocal agreement to the May 19 consent agenda; the motion was seconded and passed on a voice vote.
What’s next: the interlocal agreement is scheduled to appear on the May 19 council consent agenda for formal approval and implementation decisions.
