City launches 18‑month comprehensive plan rewrite with summer public engagement

City staff announced March 2 that they will initiate a full rewrite of the Wisconsin Rapids comprehensive plan, a process expected to take roughly 18 months.
Kyle Karns, director of community development, told the Planning Commission the existing plan was adopted in 2010 and most recently updated in 2018. Staff intend to perform the rewrite in-house, drawing on technical assistance from the North Central Wisconsin Regional Planning Commission and the city GIS coordinator for mapping. Karns said the goal is an implementable, "living" document that staff can review annually or biannually as progress on goals and actions continues.
Karns said most public engagement will occur during the summer months to maximize participation, and staff will bring a public-engagement plan and a project timeline back to the commission as the work proceeds. He noted some tasks may require fees beyond those covered by the existing Wood County agreement for regional services; staff expect to do most of the work internally while using outside assistance where necessary.
Commissioners welcomed the in-house approach as a way to build community knowledge into the plan. Staff said they will present a more detailed engagement plan and any fee implications in upcoming meetings.
