Records retention The finance department told the council it had identified department records that exceeded the Missouri local records retention schedule and recommended authorizing lawful destruction; council approved the request.
CDBG sidewalk bids rejected Public Works reported that bids opened Dec. 8, 2025 for the 2021 GI-17 CDBG sidewalk improvement project lacked required documentation under federal procurement and CDBG requirements and that additional documentation was needed to make the file compliant. Staff recommended rejecting all bids and re-advertising the project. A staff member explained, "we followed the guidelines to announce it both in the newspaper and on our website," and said some contractors "misunderstood some of the documents and didn't fill them out right." The council voted to formally reject all bids; staff will revise project documents and rebid the work.
Traffic control proposal dies for lack of motion An ordinance (bill 20 26-22) proposing a four-way stop at West 3rd Street and South Park Avenue was presented; the Citizens Traffic Advisory Commission had voted unanimously 6-0 not to recommend installation. No council member moved or seconded the ordinance and the chair declared the bill dead.
Liquor licenses approved The clerk read one new special-event license for Leslie Weltman doing business as Weltman Springs Brewing Company for a St. Patrick's Day pub crawl on March 14, 2026, plus 11 renewals for retail locations (listed in council materials). The council approved the block of licenses by voice vote.
Closed session and adjournment A motion to move into closed session pursuant to subsections 1, 2, 3 and 12 passed on roll call. After returning to open session the council adjourned the special meeting.
The council record does not list dollar amounts for the CDBG project or provide a timeline for the rebid beyond stating staff will re-advertise; the meeting did not include public comment on the procurement item.
