She told the council that video evidence indicates roughly 95% of dumpers are Paterson residents and argued the tougher penalties would send a clear message.
Council President Mimms and Council Vice President Zavala were listed as sponsors; Councilman Velez and Councilman Omar also agreed to co-sponsor. The item was scheduled for first reading at the council's next meeting. Councilors discussed enforcement scope (including trunk-opening and leaving debris in a bag) and said they would consider amendments for fairness and implementation language before final vote.
