Planning commission approves waiver for downtown coffeehouse at 80 Main Street

The Fernley Planning Commission voted unanimously to approve waiver WVR250002 on Aug. 13, allowing a coffeehouse to occupy a substandard downtown parcel at 80 Main Street (APN 020-021-03).
Lisa Warner, assistant planner, told the commission the site is in an area where the code allows waivers and that, because the parcel is legally nonconforming, bringing the site fully up to current curb, gutter, sidewalk, parking and landscaping standards would create a "domino effect" that renders strict compliance impractical. Warner said staff could make all five required findings for the waiver.
Commissioners asked whether the proposal included a drive‑through and how outdoor seating and parking would be arranged. Warner said the applicant does not propose a drive‑through and that the business would occupy one brown building with outdoor seating in an existing turfed area behind the structure.
Commissioner Garvin moved to approve WVR250002 "subject to the conditions of approval 1 through 14 based on the findings WVR01 through WVR05 as set forth in the staff report." After a second, the motion passed 7–0.
The approval allows the property owner to pursue a business license for 80 Main Street under the conditions adopted by the commission. The application packet and staff report list the waiver conditions and findings; the commission did not open the item for general public comment because it was a staff‑level discretionary waiver.
