Mount Vernon City Council voted on May 13 to authorize the auditor to make supplemental appropriations moving unappropriated balances from the water and wastewater funds into the respective improvement accounts so engineering can proceed on planned infrastructure projects.
The measure (Resolution 2026-58) was advanced under suspension of the three-reading rule. Council members asked whether repeated suspensions and transfers are necessary and whether alternatives (raised purchase-order thresholds or administrative delegation) might reduce the frequency of agenda items. Staff explained that the transfers relate to specific projects that must meet federal contract timelines and that engineering brought a pressing project forward that requires funds to be released. One staff speaker said the city had roughly $4 million of unappropriated dollars in each water and wastewater fund that could be appropriated for such projects.
Council adopted the resolution by voice vote. The action moves funds from fund 701 and 720 (water and wastewater) into improvement funds (703 and 707) for engineering-managed work; staff said that some projects have federal funding dependencies and must be advanced promptly to avoid losing eligibility.
Next steps: Engineering will proceed with the planned projects; finance staff will track transfers and report project spending to council.
