Personnel committee advances library request to create full‑time youth services position

The Faulkner County Quorum Court Personnel Committee moved proposed ordinance 26‑11 to the budget and finance committee after approving an amendment to change the ordinance’s start date from May 30 to June 20.

Mary, the county’s youth services manager, told the committee the library system needs a new full‑time administrative position so she can free time to implement a strategic plan aimed at improving reading outcomes. She said the plan covers all seven branch locations, includes staff training on reading development and collection audits to ensure materials such as decodables are available, and coordinates partners including the Arkansas Department of Education.

“We could be doing something amazing if we could just reorganize the way we do a few things around here,” Mary said, explaining why the library requested the new position. “I do have a part‑time admin assistant, but if we could make that position full‑time, I could hand off some of my admin task to actually move forward.”

Mary cited statewide literacy challenges in making the case: she said about 35% of students in Arkansas are not reading at grade level and roughly 23% of adults have literacy skills below the basic level. Committee members asked whether the request would convert an existing part‑time slot to full‑time or create a new role. The committee approved the date change and the subsequent motion to send the amended ordinance to budget and finance on voice votes.

If budget and finance approves the appropriation, the county will create the new position and the youth services manager said she plans to use the additional capacity to train branch staff in phonics‑based reading strategies, audit collections for age‑appropriate materials and coordinate literacy outreach to schools and community partners.
