Mr. Solomon said the 97% number comes from an annual digital staffing intention form in which employees indicate whether they plan to return, seek a different school, pursue leave, or retire. "97% indicated that they intend to return to FCPS in some form or fashion for 26‑27," Mr. Solomon said. He cautioned that the form captures intention and that final retirements and hires will be known after the hiring season.
Staff projected a substantially smaller hiring volume than in recent years: past hiring was described as roughly 2,000 teachers in a 'normal year,' about 1,500 last year, and "anywhere between 1,100–1,200" projected for the coming season, reducing mentoring, onboarding and recruitment costs, Mr. Solomon said. Staff acknowledged that some savings (fewer mentors, less professional development for new hires, less recruitment spending) are measurable, while other benefits (experience and classroom impact) are harder to quantify.
