Microsoft Teams offered native integration with the city’s existing IT subscription and no additional licensing cost, but staff noted many residents and nearby cities use Zoom and that Zoom has broader public familiarity. The administration estimated Zoom licensing and add‑ons at about $2,000 per year for webinar and dedicated dial‑in services; Teams could be used at no extra license cost under the city’s Microsoft subscription.
Several public commenters and city clerks from neighboring jurisdictions urged Zoom for user familiarity; other speakers, including the city treasurer, noted that if the city’s immediate need is an audio call‑in to satisfy SB77 requirements, either platform could perform that function and that the larger question is workflow and translation integration.
Council members discussed live translation and captioning; staff recommended a third‑party transcription/translation vendor (Wordley) to provide reliable real‑time captions and translations. The council voted to implement Zoom for public participation while retaining YouTube as the primary public archive.
