The water commission presented a two-page leak-adjustment procedure to replace a one-paragraph rule that previously triggered an adjustment whenever usage exceeded 200% of historical use. The new policy clarifies eligibility criteria, lists intentional uses that are excluded from adjustment (for example lawn watering and pool fills), and requires repairs be completed in a reasonable, timely manner. Councilor Jesse moved to adopt the policy and the motion carried.
Separately, council approved Resolution 1 to authorize payment of invoices associated with the distribution-system meter project funded by U.S. EPA congressional funds and a state match. Staff described ongoing vendor coordination, park-service review requirements for installations near park land, and a target timeline for field work in mid-June into July to minimize customer disruptions. The council authorized payment as presented.
Councilors noted that some figures and invoice details are held in the project packet; supporting documents accompany the resolution. Staff said the project team will continue biweekly progress meetings and will notify the council of significant schedule or scope changes.
